A. li. met in formal ses sion Wednesday morning in the Mammoth Hail, that bad been set apart for the busi ness dt libera'iona of the veterans. All that art sni cultured taste could do to make the the building attractive, had been exerted in the decorations which adorned the interior in emblematic order. Dtspite the immen sity of the hall, it was crowded to its utmost seating capacity by the multitude of veterans. It was fully understood that the race question might be participated in the delib rations at any moment and become the subject of an acrimonious discussion and this impending problem, together with the projected revision of the constitution, coin bined to heighten the general interest ia the proceedings. A few minutes before opening, General Ves/.ey and his ftaff entered tue hall and were escorted to the grand stand. The ap pearaoce of the commander-ia-chlef was the signal for geoirous applause, and a miuute liter the bands burst forth id an In spiring military air in harmony Kith the martial scene liappipg tbo assemblage to order, the commander-m-ebie# announced the formal operirg of (lie V5th annual encampment of the G. A K and directed the adjutant gen (ral to call the roll i.f departments. Every state and territory in the union was repre sented and the roll showed (he fullest attendance of delegates in the hisinty of the organizttion. The opening address of the commander in-chief was listened to in rapt attention by the assembled veterans. An abstract of the address is h«re given Gen. Ves/.ey, after a brilliant opening, referred to the death of Senior Vice Com mender in-Cbief Richard K. Tobin, Past Coinniander-in-Cbief Charles Devena, General Sherman, Admiral Porter, and Kx Vice-President Hamlin. The female support of our order, both in t h trader and magnitude, is too familiar to require explanation. They bring supplies to ibe relief furd, and aid most effectually in bringing recruits into the post; they gen erally assist the posts in their eutertaio ments; Ihsy mstain them nobly in the ob servance of Memorial day they are iuvalu able when sickness and death invade the hous hold of the comrade. They are in dr ed oor auxiliary and are entitled to cur gratitude. The Hons of Vetenrs received ipci%l recognition at the 2.11 National Encamp ment I have endt-axored to give it cordial support on this account and also because I believe in it* present and prospective use fulness. It has had a rapid growth within the past year; more than JtO 000 have been mustered since June 30, 1890. Thirty-two state* at d teritories have been organized divisions, with more than 2500 subordinate camps. The present administration encountered the same disturbances in the department of Louisiana and Mississippi that had troubled my predecessors. The difflcultie* there had ex ited ever since Posts 9 to 17, in clnsive, of that department were chartered and organized. This was in 1889 The charge has always been from different sources that the organization of th*se posts was so tainted with irregularities as to be utterly destructive of their legal existence. Our rules and regulations provide a plain proceedare for a depart ment to pursue in order to test the validity of such charges. As the department of Louisiana and Mississippi has never, since so far as I am informed, resorted to that procedure, I have held, in dealing with those posts, that they must be regarded as having a legal existence until otherwise regularly adjudicated. The subject of pensions was taken np by the 51st Congrats at its first session and, after patient investigation by the pension committees of both bouses, a biU was agreed upon, passed, and Anally approved bv the President on the 27th day of Jure, 1890 It i* known as the disability bill. It repealed none of the previous enact ments but was supplementary thereto The last National Encampment passed res olntions thank ng Congress and the Presi dent for thi* law, but favoring service pension legislation Before the assembling of the second session of the same ConirvM on the Aral Monday of December, 1*90, I appointed the usual pension committee of Av# com rades to present to Congress and the Presi dent the views of the National Encampment as Fxptcssed in said resolutions upon the policy of leglllation that should be adopted. They consisted of Comrades IJ. W. Blue of Kansas. L T. Dickson of Illinois, Alvin I*. Hovey of Indiana. Warnsr Miller of New York and Seldsn Connor of Maine The chairman. Comrade Bins, came to Washington durirg tfie second se««ton of the last Congress and, upon bis invitation. 1 went with him to see the Commissioner of Pensions and the President to advise with them generally upon the subject of pension legislation. Wo also appears 1 before the joint committees of the Honse and Senate, and /mrade Blue vigorously pre sented to ttarB the arguments in favor of a service pen*ion. The committee listen*d patiently, bat said tint the whole subject had been sxbaoetively considered at the previous session with the result ab>ve staled, and that it would be impoaaiMe to obtain a reconsideration before the tffi acy and operation of the loot eeac meat been tested. Ui d*r it, for some dkidiLi past, pensions have been allowed at ih~ rate of more than 1000 per day, and it ta expected that ibis average will be main tained until the docket of applications ta substantially cleared. It would be out of place here for me to enter upon a disc nation of the controverted question as to whither |he policy of tegie tatioo adopted it the wise* and best. I think that all agree that it toe preset.! en actment ie not the wise#*, it is liberal, and that the number who at Aral tboa^ft; it toe extravagant is rapidly diminishing as the 1 provisions of the act become better order stood.
