Cblaf Pettytnau Pauis, Texas, Oct. 21.—The following is a synopsis of the message of Chief Per-1 rvruan to the Council of the Cretk Nation, now in gesaion at Ocmulgee “That a close and intimate feeling of un ty which has always existed among the various tribes of Indians arising from a comn on origin at.-I a common destiny, has been greatly disturbed in the past lew tear*. The Congress of the United States has enacted a law hy which the Western tribes are fart slutting their land* prepara tory \o admission as citizens into the American republic. The four civilized nations also an- not without danger from outside influences. The relationship exist ing among these nations is clearly defined in their international compact but e»en this relationship has been seriously disturbed by an act of Congress extending the juris diction of the teriitorial courts aver con troversies hit *ren citizens of the different nations. There has been introduced in Congress also a loll authorizing the terri torial coutl* to allot and assign to each citizen of the nations who becomes a citizen of the United States under a former act of Congress, his pro rata share of the lands of his tribe. 1 hus the rights, privileges and authority cf the five nations are infringed upon and curtailed at almost every session of Congress. It would hardly be fair to charge Corgress wi h malice towards the Indians, or wilful disregard of their inter est*. Ti c general policy of the govern ini'id towards the Indians is one of humani ty and chari y. No reasonable person would contend that Congress would mali ciouriy blot out any Indian tribe from the face of the American eontinert. The fault lie* in the ignorance of our would-be b refactors as regards the true condition nrd needs of the Indians. This Congress, through its (undirected zeal for the better ment of the condition of the Indians has handicapped our most lau tilde effort* for seif government and self preservation.
