A FRENCH TOAD MAKKKi*. By the Jardin des Plantes, in the old and quaint quarter of St. Marcel, you will find every Wednesday morning (if you are an early riser) Irom spring to autumn, a very curious market place. It is as simple as a tobacco ‘•brake," and more enlivened than your coffee market, at the same hour at least. Young men in blue blouses, black silk caps, pert faces, Jaunty airs, big finger rings, dandy boots, greasy hair —parted down the middle—anil prim moustaches, are the venders. In one hand they hold a little stick, and when the sound grows heathenish, whack! goes the stick on the top ol a barrel whence these diabolical noises emanate and si lcnce reigns. The toads are momentarily dumb. Barrels of toads! Think of it! Bar rels packed like barrels of potatoes ‘‘Selling at two francs; 40 to 46 francs a dozen, prime, prime toads nice toads!” V\ ho buys them Vegetable gardeners. hy For the reason that toads devour the insects that otherwise would devour '.tie vegetables. Wins devours the toads? oiitrary to some ideas—not the French people. How do they vend them? Young man in blouse bares his arm and tlirii'ts his open hand into the slimy swarm and brings up two, three or four gym nastic toads, wriggling and writhing. He points out their merits and delivers them in a box by the dozen, to the eager mar ket gardener, who takes his choice and pays his price. The buying and selling is done expeditiously and quietly.—Part's Letter. But il many are pinched by the prevail ing hard limes, there are those that have plenty of means, whom the shrink age of prices of commodities and the bringing of paper up to par with gold has benefited pecuniarily rather than otherwise, wtio have no apdogy in tbe hard times lor making their Iriendly and charitable contributions less tlian u-u al They ought to enlarge their bounties, broaden their charities, and thus in some measure practically acknowledge tbe fa vor with which fortune has visited them in the midst ol the general dep-es-ion in business. Let them look to tbe poor. The sun runs low in lhe South, the frosts of winter are here, and there are poor destitute of clothing, fuel and even shel ter to keep the body warm in this inclem ent season ol the year; these are proper objects ol charity, and the r lief of such as these is a duty to be attended to by those who have an abundance. Private charity is tbe best. It is without osten tation,il generally goes to the right p ace, and accotup'ishes a greater amount ot good for the same outlay than public ebar iiy Passing into the holidays let u* make preparation to enjoy them sensibly, with op li hearts and hands. There is yet am ple time to select Christmas gilts, hut should the liristojis gill fail, a New Veai prtsi lit will be ju-t as acceptable as one made on the 0,51 p December. England’s distress is largely due. savs the New Volk Times, to the increased and increasing capability ol ihe United Slates to dispense with the products ol her factories and wot kshops, and it is by no means certain that the existing de pression will be removed without a trans fer ol capital and population to more fav or d Ids. The New York .Journal ol Commerce is indignant that Ml Biaine should hive distni lit d ihr peace ol the country by hi* recent speech. The whole country was quiet until Air. HI line made his “mischiel ui iking address.” Quiet, indeed But how made so? The evidence is sufficient, as the Journal of Commerce agrees, to sustain and demand investigat on, that the reform, such as it is, at the South, was brought about by mililaiy tumult, organized iorce, and private assassina turns. The South courts the inqtiity, we j are told. Why, then, was it so wicked in Air. Blaine to initiate the inquity? Be cause, answers the Journal ol Commerce, he is set king to create a sectional divi sion, such as led lo the election of Lin coln. Why it should create such a divi sion s only conceivable on the supposi tion that the South w ill not submit to the law any more than it submitted peaceably to the election ol President Lincoln. No one nerd be told that ill** North is tired and sick ol all this agitation none the less, or more, does it require licit any one should be inloniicd that the North will m t sit down by such nullification of the constitution as the Soutti lias practiced of late. Suppose there should lie, in conse quence ol investigation, a "solid” North; would it not be because such solidity was justified? Who interrupted the peace of the nation (>1 what cousequence would Mr. Blaine’s speech be it it was not found ed on and caused by such political iniqui ty as cannot lie permitted without de stroying the Inundation* of government? This objurgation of those who protest against crime in pi 1 tics is as though the known tiiicl should denounce the police man who arrested him.—Providence Journal. The Tribune lias discovered another cipher tjlegi am—one used by the Florida operators, in numerals. The most im portant ot the telegrams tianslated is one Irom Tadahassee to Luke City Florida, directing several local democratic leaders to make affidavits that they did not use violence or threats 11 cause certain colored men to vote lor Tildeu. The Baltimore Gazette discerns a very strong movement in Missouri lor Presi* dent He is a lawyer of promin* nee, who assisted the government in the whisky suits in 1875, but is more generally re membered as the recipient of a letter from (bn. Blair in ISM declaring the constitu tional amendments null and void. The Outrages hi the South. A M asbiugtou special to the Tnbuue dated tbe 19tb nays: General Gat tit Id ha* been greatly misrepresent cd iu tbe reporta that have gaiued currency iu re gard to bis position ou the uew Soutbeiu question. He ha* never criticised those republicans who, following ibe lead of Mr. Blaine, have denounced ouliage and fraud in tbe Mouth and demanded au investigation of them. Wtiat be did do was to declare in substance that the countiy would never forgive tuo men who revived sectional issues after they bad once been settled by tbe Southern poli cy ot Presivicul Hayes. Iu saying this be haJ in Uiiud the men who have revived those sectional iltuta by resorting to fraud aud violence iu order to carry elections, aud not to those who insist tliut such baud and violence shall be exposed, aud ttiat those who have been guilty of perpetrating 1 tbelli be punished. I h may be said heie that there is do difference of opinion among lepubticans in Congress in re gal (t to the wisdom of the inquiry set ou foot t>y Senator Blaine’s resolution; and all reports which icpic-enl ttiat there is mch opposition, or even lukewai uiness oh the subject, originate amoug tbe dt in ci a's. 1 lie ii.disposition of republican Senators to serve upon Hie committee i* a veiv naiutai one. A curious old manuscript, containing an allusion to the death of (iuttenberg, the great inventor of printing, has recently been found in the Walraf Museum, at Cologne. It contains the poems, written in Latin, of a certain Jau Buitzhach, who speaks in one of them of a “recent invention by means of which the woiks ot the ancient authors can be rapidly mult.plied adding that this inven tion “had pioved fatal to the discoverei, for a ban of malcontents bad entered his bouse, borne him away in a carnage, and then cut bis throat.” 1 The moral that the wise medieval poet deuves! from this circumstance is that “ihe love of gain is often the cause of our rum.” The poem is dated 1514, and is composed of 2.000 ver-es. Loss of life by yellow f« ver in the South this year is estimated at about 15,(MM) persons, and of mono? and trade at from #175,000,000 to #200, 000,000—asgicut as the loss from the Chicago fire.1 These figures are startling, though they are not probably exagge rated. It would uot seem possi* i ble that the South, impoverished by the war, could sacrifice such a sum in three months, aid not be id much worse condition thau it now is.
