Pexxet of Augusta. The journal of yesterday's proceedings was read and approved. Papers from the House disposed of in con currence. On motion of Mr. Mat of Kennebec, an act to Improve the jail system of the State of Maine, and give further powers to the coarts and (.Ulcers In criminal caset, was taken from the files of the last legislature, and referred to the Committee on the Judiciary. On motion of Mr. Hadlock of Hancock, an act relating to the taking ot lobsters waa taken from the files of the last legislature and re ferred to tlie Committee on Fisheries. A message was received from the Hoase asking for the return of an act relating to the formation of railroad corporations. The MU was sent down. On motion of Mr. Cabb of Sagadahoc, the petition of John Hayden and others, asking for 3 charter for a railroad from Bath to Port land w as taken from the table and referred to the Commiitee on Railroads. On motion of Mr. Fabkixgtox, in act to secure the education of the youth in the State of Maine was taken from the table and re ferred to the Committee on Education. On motion of Mr. Brooks an act incorpor ating the Winterport Ferry Company was taker, from the files of the last legislature, and referred to the Committee on Interior Waters Mr. Kenxedt of Lincoln moved that the following order be taken from the table, and given a passage: ordered, The House concurring, that ail petitions, orders, or bills referred to the va rious committees where the object sought mar be secured under general laws, shall be re ported on by them leave to withdraw,” “legis lation inexpedient,” or “ought not to pats.” Mr. Ca.ints ot Cumberland dissented front its passage and gave his reason. The general law is loosely drawn. It does not provide for any hearing. To be properly drawn and signed, and made conformable to the consti tution and laws, it should become law, whether injurious to other parties or not. It is a one man power without any appeal. If a matter is reterred to a committee, the com mittee should be left free to report their own views Business men have a right to tha largest security and the least doubt. The law, if it was good for anything, might apply with se*c propriety in vacation, but Is cum ulative and not exclusive. Mr. Bcrgess cf Cumberland, favored its passage. The general law of 1870, allowing the incorporation of companiea for manufac turing, mining and other purposes, was to relieve the Legislature of the routine of pass ing upon every act which being aimilar in nature, and passed in the simplest form under the general law. could not tail to meet the requirements ot the constitution and common law. The only excuse for bringing them be fore the Legislature was to give it greater publicity, and save a little trouble and ex pense, and the Governor having urged the matter upon our attention, it should receive our favorable consideration. Mr. Kennedy explained his reasons for causing the order to be tabled, and for its adoption. Mr. Chaplin stated further objections. Mr. Blrcess replied. Mr. Ch aplin called for the yeas and nays, and they were taken with the following re sult A. as.—Messrs. Abbot, Arnold,Brooks, Burgess, Carr, Collin, Davis, Dunning, Hadlock, Kennedy Kin ball. Martin, May, smith, Webster, Whitmore', Lothruii IT. Nays —Messrs. Butler. Chaplin, Crandon, Ding, lev, Farrington, Foster, Hannon, Hobbs, Humph' rev, Fulmer, Fennell, Shaw—12. So the order was given a passage. Mr. DcNNijjp ot Piscataquis moved a re consideration ot the vote. Mr. Bcrgess called for the yeas and nays. Mr. DinglRy of Androscoggin favored a re consideration of the vote. Mr. May of Kennebec spoke in opposition. Mr. Bcrgess hoped the Senate would ad here to the vote which had given the order a passage. The yeas and nays on being taken resulted as follows: Ve vs —Messrs. Butler, Chaplin, Davis, Dluglry, Dunning, f'inter, Hannon, Hobbs, Uunqibrey, I'ai tner, I’enm-ll, bhaw— li. Va A— Messrs. Abbot, Arnold, Brooks, Burgess, Can-, Cofliu, Hadlock, Kennedy, Kimball, Martiu, May, .Smith, Webster, Whitmore—It. So the motion to reconsider was lost. Un motion of Mr. Bcrgess, adjourned. Tho testimony of Oakes Anion looks a9 if the bottom of the business would be reached and the truth come to the surface at last. Monday pa®«ed in New Orleans without any disturbance, but the suspension ot i business and the gathering of crowds to witness the movements of tho two con tending factions indicated deep feeling among the people. The dispute will now i probably be settled by the courts and par i ties must acquiesce in their decision. Nothing but the arm ol the government i has prevented a bloody struggle. j Fifty-eight years ago to-day Genera] Jackson defeated the British a: New Oi j leans and won for himself the proudest dis tinction of his military life. The bat tie has been the subject cf song and story, acdiiie day used to be regularly celebrat ed by the democrats as though in honor of a party victory. Pakenham was cap lured over again in the party wigwams, ami his watchword, “beauty and booty,” wa? shouted with derision, while Jack son was toasted as a greater military chief tain than Alexander or Napoleon. Ben Butler has since taken New Orleans, and who holds it now is a question for the judges to decide. fiAXK EX A MIXER. The appointment of Hon. W. AV. Bols ter of Auburn by Governor Perham as Bank Examiner, is one justified by the personal character of Mr. Bolster, and ap proved by the first men in the State quali fied to judge of what is necessary iu the occupation of the position to discharge its duties well. That the prudence and wis dom of the Governor will appear In the selection which he has made as Mr. Bols ter enters npon and becomes familiar with his duties there is no reason to doubt. Mr. Bolster was born In Rumford, Oxford county, and is uow forty-eight years of age. He is a lawyer by profession, and served six years as County Attorney ct Oxford. For more than eleven years he was connected with State affairs, eight years of which he was Engrossing Clerk, and two a member of the Senate, the last year ns President. His first position was a small clerkship, from which he rose un til he filled the most honorable place in the legislature. Having been six times elected county attorney, anil twice elec ted senator by the popular vote, he i.s well endorsed by the people among w hom he resided. Not long since he removed from Dixficld, in Oxford County, hi- former residence, to Auburn, where he is now following the practice of his profession. He is an eminently sound ami sale busi ness man, honorable and upright in all his dealings, with ability to perform what ever he undertakes. The very best busi ness men in the State, at points where the duties of Bank Examiner are well under stood, are among his endorsers, where they would not probably be found unless his capacity and fidelity were known by them. Mr. Bolster will serve the State well we have no doubt, and creditably to himself and friends. THE MASSACHUSETTS SEX A TOR SHIP. There is quite an interest aroused in Massachusetts concerning the election of a United States Senator to fill the vacancy which will be created by the resignation of Mr. Wilson to accept the Vico Presi dency. The eleetion will take place next Tuesday. The candidates for the posi tion are Mr. Boutwell, the present Secre tary of the Treasury, and Mr. Dawes, now a member of the House of Representatives from the Tenth district. Both these gen tlemen are eminently qualified iu every way for the place, both popular, and eith er will Tie acceptable to the people ol Massachusetts as Senator. The difficulty is to choose between the two. Mr. Boutwell is a native ot Massachu setts, born in 1818. His fnftier was a far mer, unable to give bis son more than a common school education, and that iu a limited quantity. Notwithstanding this he became a school teacher, but entered into trade in the town of Groton for a livelihood, where his residence now h. He was six years a member of the legislature, and two years Governor of the State. For eleven years he was Secretary of the i Massachusetts Board of F.dueation. Un der the administration of Mr. Lincoln he became Commissioner of Internal R 've nue, but iu 1862 was elected to Congress, and elected again and again until he ac cepted a place in the Cabinet of President Grant in 1869 as Secretary of the Treas ury. His management of the Treasury has been highly satisfactory to the coun try. To him we are indebted for the pleasing condition in which the national finances appear, showing a large iv duction of the national debt, paper money advancing to tiic gold stand ard in value, and taxi s becoming les* and less. Mr. Dawes, the rival candidate, was born in Massachusetts in 1816. lie had the advantage ot a liberal education, and graduated flt Vale College. Ho was a school teacher and editor, and, finally, af ter a course of study, entered upon the practice of lAw as the business of his life. He served in the legislature four years, three in the House and one in the Senate, was a member of the State Constitutional Convention in 18i8, and district attorney --......--—-S .JT,_-_-__ j for tho western district of Massachusetts four years. He is now serving his eighth term in the' House of Representatives at Washington and is elected for the ninth. He is at the head of the Coinmiilcu 1 Ways and Means, otto of tho most re sponsible and important plates in the House, and takes high rani; an ah!'* de bater and sound legi-lator. Such is a brief sketch of the t wo men who aspire to step into tho place occu pied by Mr. Wilson. Whichever i; cho sen the State will bo worthily and ably represented. Massachusettshas been for tunate in having Henry Wilson in the Senate, and will be fortunate with either Boutwcll or Dawes as his successor. Considerable effort has been made to con nect them with the Credit Mobiiier -cau dal to damage their chances of election, but their reputation for integrity is so r -s lablislied that the effort against them i- "I no avail. We shall not lie stu pri- d to witness a pretty warm struggle, but after the contest is over the elements will I'h down in peace ^nd harmony and. Massa chusetts will continue to hold tie- power in the Senate which a long line of aide men have gained for her. If other States would copy her example in putting their best men into places oi le.p.eicii.;y they might profit by it. The serious loss of life and property shrougH vessels carrying deck-loads lias arrested the attention ot English underwrit-?rs. It was stated at a recent meeting of second-class ship insurance associations that thirty vessels car rying deck-leads, and belonging to too Xorth of England, had been lost on their voyages from Quebec to the United Kingdom fast fall, and that fifty per cent, of the litre fi-.-t hk-ii left the St. Lawrence in the lull of the year, timber-laden, for England, were either lost or missing. It was computed that the actual loss to the Xorth of England in Ship’s cargoes this winter, through the abandonment of largo vt eels laden witli timber from Ann riea in tho Atlantic, was between £200,000 ar.J £300,000 and the larger proportion of the loss, with the fearful sacrifice of life which ensued, was owing to vessels carrying deck cargoes. A new branch of industry is calling loudly for development at the Snntli. ar.d Northern capitalists are urged to seize upon the oppor tunity to make f rtiir.es at one-. The idea is i the formation of a company for the catching and skinning of alligators, and subsequently for tanning their hides. Alligator hide, it is claimed, is greatly superior to that of cattle, 1 and as the Southern rivers are overrun with that pleasant reptile, such a company could j not only make their labor? profitable to them- selves, tut at the same time blessing to the j community. Baity JSrnntkr lanrnsi. |«KS FAB WORKINGMEF. When a young man marries, or expects to enter me matrimonial state, ono ot the1 first things demanding his attention should j be the necessity of a home; and not a t rented home, but a home where every im-,' provement he makes to his house, every ’i tree or shrub he plants, shall be his own. Mach has been said and done toward'the accomplishment of this end; but our peo- Jile have not thought enough on this sub- ect. They have not made calculations proving to themselves how much might be saved tor that purpose. Many men drink enough, the expense of which, if added to the time lost in taking it, and in talking to others while doing so, would in a few years build them a home of their own, where the wife and child would rejoice around their own fireside, and cultivate the roses and other flowers that dispense daily fragrance around the homes even ot the most humble, where they are made to bloom. There is a pleasure in saying: "This is my house; this is my homestead. It it not in my assets, and if I fail in busi nets my creditors cannot turn my wife and children out of a house and home. They have no right to expect the house to go for u»v debts. I have provided for such an emergency.” If the man of business should be paralyzed or otherwise disabled, or should die, iris wife and iiitle ones have a home that will embalm the memory of the husband and father in the hearts of the wife and children.—Examiner.
