If the Bangor Whig were to give its at tention to criticising the arguments of lawyers before juries, made in the heat ot sharp rivalry and competition, it would have a task as endless as that of Sisyphus. When Judge Walton instruc ted the jury in the late murder trial, that they must give no attention to the pleas of the- law yers, that the latter acted as advocates of their respective causes, and would not if placed upon the Bench utter the same opinions as those they ottered at the Bar, he spoke with knowledge and veracity. Now we do not know whether Attorney (ieneral Heed approves in his cooler mo ments all the sentiments which lu- spoke iu his argument for the conviction of llos well, but we see no reason why in; should be made an exception to the rule which allows an advocate the widest latitude. What he might have said about an imag inary or other ease not in accordance with law or fact or sound judgment, was as subject to the keen scrutiny and correc tion of the Judge and the sober sense of the jury as any extravagance his oppo nents might litter. He was simply ail ad vocate, not the Judge nor the least part of the jury. That he upheld the law of the State strenuously is witnessed by the fact that he contended forcibly for the conviction of the prisoner of the highest degree of murder and the infliction of the heaviest penalty known to our statutes. While he was prosecuting a suit itli all his ability for a verdict of murder in the lirst degree, against a defence based xole Iv upon the idea of mitigation or remission of uunishim-ut to tin* prisoner because adultery tuaddoued him to do the deed, it is rather curious tlmt under such cir cuiustauees, a few weuteuees in his jdea should be the basis upon which he is charged with looking leniently upon the crime of murder for seduction or adultery. COST or LIVISG. The Providence Journal has been ex amining the subject of the present cost of jiving, and has conic to the comdusiou that this country is not alone in the rise of prh’e* or the increased expense of living within the lust twenty years. 1 here lias been,” tm&* the Joumul, *‘a general rise of. prices ov er the civilized world, though it is br no tueaus the same in ail countries, j Xfai» hi perhaps in part to be ascribed to I the increase cf the precious metals in which prices are even where at least nominally expressed. There is also an increased consumption of all articles that enter into the comfort of daily life, and this has also tended to enhance their prices. Hut the real increase in the cost of living arises from the fact that “living” now includes so much more than it formerly did, and this is not true of any one country alone, but of all countries, though perhaps in different degrees. Among ourselves every one must be im pressed with the great number of new ar ticles which have lately been added to the list of househould or personal necessities. Xo family—scarcely' any person, indeed— now lives after the standard that was en tirely satisfactory a few years ago. That standard lias been abandoned, and anoth er, on a far more expensive scale, has been substituted in its place. The newstandard, too, is far more imperious than the old, and it can be disregarded only by the prac tice of a self denial and personal and fami ly independence which are becoming ex ceedingly rare among us. The British government, not long since, sent a circular, pertaining to this subject, to its several legations in all parts of the world, in order to ascertain the rate at which its diplomatic service ought to be paid. The returns which were made have lately been published, and they show very fully that the cost of living in all countries has greatly increased within the past twen ty years, for it was in relation to this period that the enquiries were made. In Flor ence, for example, the expense of living lias nearly trebled since 1830, when Flor ence was really one of the cheapest cities in Europe. In Vienna house rent has doubled since 1H,5 guns, nre attached to the several fleets, and four others, mounting seven guns, are in com mission for special service. These, with six receiving ships at the various stations, and the tugs and small vessels on duty at the navy yards and stations, make the naval force now in commission. Ten others, mounting 143 guns are now ready for sea, and will join the several fleets as soon as they receive their complement of men. These, however, can not he enlisted till the ships which are return ing to this country shall have discharged their crews. Of the remainder, whose names are borne on the register, 13 are on the stocks in various stages of forwardness, 13 are under repair at the various yards, and others are laid up in ordinary, or as unfit for service or re pair. The secretary says that during the past year appeals have come from citizens of the I’nited Slates, in all parts of the world for better pro tection than is afforded by the limited force of the navy at present, lie thinks that the dif ferent squadrons should he recruited, in order to ensure respect lor the authority of the Uni ted States, and to be prepared for any emer gency. He calls especial attention to the feeling of uncertainty and alarm which at this time pervades all the European settlements in China, saying that it extends to our commer cial and religious representatives. The bulk of our Asiatic licet is now cruising in that part of the station for the protection of any inter ests which may be threatened, and it is the display, as far as may be, of that armed force which makes the strongest appeal to the Asiatic respect. The wuik of improving the Midway island harbor in the Pacific ocean, as a reluge for United States vessels, for which Congress ap propriated 050,000, has been prosecuted faith fully. The estimated cost of the whole im provement is 8311.000. The secretary gives a history of the surveys for ati inter-oceanic ship canal, of which the following arc the main points: First--The Darien route, which starting from Caledonia bay, proceect to the headwaters of the Sucu hiti river, following that river to its junction with the Chucunnqui, thence goes westwardly across the “divide” to the confluence of the Lora and Savanna rivers, and down the Sa vanna to the Pacific ocean. Second—The Sassardi route, which, leading from Sassardi river, at the hortherly extremity of Caledonia hay, up the Sassardi river to the dividing ridge, moves thence to the river Morti, a trib utary of the Chucunaqui, and thence, by the Morti, Chucunaqui and Savanna to the Pacific. The route of San lilas, which, starting from the gulf of that name, passes through the val leys of the Mandinga and Marmoni rivers, to the junction of the latter with the river liay antoor Chopo, and thence twelve miles by that river to the Pacific, Kacli of these three routes was found to he impracticable for a ship canal. The survey of the Tchauntepec route will be completed in a few months, and the secretary hopes for a favorable result. The secretary recommends improvements in the navy yards, which have been neglected, and again urges the removal of the large working yards from the neighborhood of large cities. He recommends experiments to per fect the submarine torpedo which be regards as a most important agent in naval defense, and desires some improvements and additions to increase the efficiency of the hydrographic office. In ordnance he says, there is no rea son to believe we are yet behind other nations, but large sums are expended by them in ex periments with cannon and guns of all cali bers, and as the inventive genius of our coun try is much engaged in the improvement oi arms, and new suggestions, some of much ap parent merit, are constantly offered, the sec retary hopes that a suitable sum may be al lowed for testing them. The pension roll on the 1st of November, 1870, was as follows 1868 invalids, annually receiving $123,014 1612 widows.and children annually receiving $266,032 3010 persons, receiving a total ot $380,010 The whole actual expenditure of the depart ment and the service chargeable to the navy appropriations, since the date of the last re port and up to the 1st of December, is 81s, 985,1G5. This amonnt will be slightly, but only apparently, increased by the payments of adjudicated prize money and the bounties given by Congress to the heirs lost in the Oneida, which sums, though chargeable to other funds, will appear in the generai sum of naval expenditure. The actual expendi ture of the year ending December 1, I860, was $20,081,285. This shows a decrease in the expenditure of the last year from that of the previous year of $1,006,110. The appro priations for the current fiscal year ending on the 30th day of June next, amount in the ag gregate to $19,001,637. The expenditure, since the beginning of the fiscal year is within that proportion of the appropriations applica ble to the five months which have passed, and shows a decrease during that period of $2,188,585 from the expenditure of the corres ponding five months of the last year. The estimate for the general expenses of the service for the fiscal year ending June 30, 1872, amounts to $20,683,317, and to this is added the sum of $950,100 as necessary for permanent improvements at the several navy yards and stations. During the last session of Congress the fol lowing resolution was submitted to the House of Representatives by the committee on for eign affairs Httolred, That it is clearly tue uuty 01 our naval officers on foreign stations to render all reasonable assistance to the diplomatic officers of the United States in the discharge of their duties, and that a refusal or neglect to render such assistance when required, or any dis courtesy hy such naval officers toward such diplomatic officers should he the subject of inquiry and punishment hy the Navy Depart ment. The secretary fully concurs in the views here expressed, and lias enforced them in his regulations and orders to the commandants of the national vessels and fleets. .V/vir PUBLIC A T10XS. One of the richest hooks of the season, rich in exquisite humor, is a book just published hy Fields, Osgood Co. with the title My Summer in a Garden,” of which Charles Dudley Warner is the author. While the volume opens with the idea that much is to he told of gardening, of the ways and means of managing to best advantage the crops to he raised, whether of flowers or onions, grapes or cabbages, there is the smallest possible amount of matter of that sort in it. hut in stead the largest stock of pleasant reading, wise things said in the strangest way, queer groupings of ideas, and knowledge of human nature displayed beautifully. We would not advise a gardener to buy this book as an aid to horticulture,- hut we hardly know who could road without enjoying or being the bet ter for it. Fierce has it. The most elegant gift book of the season upon which we have cast our eye is one pub lished hy 1). Appleton Co. It is llryant's “Song of the Sower,” illustrated with forty two engravings, printed on heavy tinted pa per, gilt edged, and bound in a moat attractive form. The illustrations are beautiful speci mens of art, representing in the happiest man ner the images of the poetic mind to which they are adapted. For a Christmas present it is a nice article. The Atlantic Almanac for 1871 is a luxury in the almanac line, of which its calenders and records and all the old features that were the country's delight, are hidden by the illustra tions and other excellencies of art displayed in the work. There are fine cuts of Tenny son, Longfellow, Dickens, Carlyle, Xillson and l’atti, to please the literary and musical, and life pictures to please everybody. Here knowledge and beauty, the culture of head and heart, go hand in hand, aud cast into the background the grim reaper that used to sig nify the passing of time. Fierce has it for sale. Another volume of poems by >tJohn G. Whittier is published by Fields, Osgood Co., entitled ‘"Miriam and Other Foems.” The principal poem is “Miriam,” the pith of which is the inculcation of charity, or to for give as we hope to be forgiven. The poet and his friend wandered one Sabbath, after meet ing, to a hill-top, and sitting there began to discuss the duties of man in this life and his hopes of the future one. The poet took the most charitable view of mankind and the broadest view of the hereafter, and told an eastern tale to enforce his idea of charity, in which Miriam, a Jewess, teaches Shall Akbar, her royal master, a practical lesson in the way of forgiving an offending fellow mortal. This poem is clothed in all the graces and gentleness of Whittier, and its true Christian spirit is as prominent as the poetic beauties which mark the verse. This with the mis cellaneous poems makes a handsome volume, beautifully printed, and attractive outwardly as well us inwardly. .1. F. Fierce has it for sale.
