PULLEAS INVESTIGATION. — Witnesses Give Testimony Yavorable to the Company. OMC, III., Aug. 22.—Several of the wit- nessess examined by the Strike Commission to-Gay gave testimony more favorable to the Pullman company than that which had pre- viously deen heard. Frank W. Glover, a real estate man, said he considered the Pullman houses at $18 and Da month really cheaper than $12 a month houses in surround! towns. The Pullman houses were wel equipped and beantifully located, he sqid, aud rents were net in bis opinion too high. In reply to a query of Commissioner Wright, Mr. Glover deni that be was in any way connected with the Pullman company. Paul E. Herms, a newsdealer, who for- merly worked in the Pullman shops, said he did not place much faith in the complaints ofthe men. Their trouble, be thought, was largely due toa fondness for beer. All the saloonkeepers in the surrounding towns had grown rich, Mr. Herms deciared, and a large number of Kensington beer wagons were well supported by the Pullman em- loyes. Of real estate values he knew littie, ut did not believe that Pullman rents were unusually high. L. H. Johnson, a Pullman furniture dealer, testified that store - room rents in the town had been cut, thougn no reduction had been made in the residence rentals. HER CLOTHING AFLAIE. THE PULLMAN CLIMAX. The proclamation of Gov. Altgéld call- ing upon the people of Illinois, and espe- cially of Chicago, to save 6,000 helpless people from starvation is the climax of the philanthropic farce which has been enacted in Pullman. Pullman himself declines to aid these victims of his false philanthropy. His only reply to the Governor’s appeal isa specious plea for his company and againgt his employes which,in view of his millions and their misery, is a cruel mockery. The fact is that Pullman’s paternalistic scheme has merely worked out to its log- ical conclusion. He is done with thé men who struck under the hardships to which be had reduced them. He has waxed fat on their toil and distress and has squeezed them dry. But because the squeezing procets has ended in an exposure of the greedy falseness of his philantbropy he is angry at its victims and declines to lend a helping hand to save them from the last fatal consequence, The good people of Illinois, having paid heavily for the protection of Pullman’s property from the victims of his greed, must now take up the burden of, helping them when he has thrown them aside. There is nothing else for them to do. Pullman has the privilege of making the State bear the cost of his selfishness. The law allows it, and the court awards ie.“ But there is a salutary lesson for the people of Illinois and of all other Staves in this knowledge of the fruits of un- restrained corporate greed. All suffer from it and the people may learn that their right and interest demand that they protect themselves from its consequences by just laws. A War Veteran Kuen Throughout the Cemtral States. INDIAKAPOLIS, Ind., Aug. 22.—Quartius C. Rust, a veteran of prominence of the Merl cao and Civil Wars, and an original character known among G. A. R. people in ali the Central States, was found dead last night on the old National road, fifteen miles west of Indianapolis. He was lying at the bottom of a fifteen-foot emdankment with his head 2 under his buggy and is horse dead also. There is nethingto explain the mystery of his death, theories of murder and accident being both entertained. ‘‘Quart’’ Rust, as he was called in the army and ever sines, was widely known for his claim, never dis- putes. that he kiiled the rebel general, Zol- icoffer in the battle of Perrysvilie, Ky., 1862, Until the war he was a Demoerat and 80 pop- ular in this distriet that he ran for the Con- gressional nomination against the late Sean- tor Joseph k. MacDonald and was beaten dy only one vote. That was immediately after his return from the famous trip across the plains with Gen. Fremont, wherein Rust gained special praise from Fremont. FROM THE NOTE BOOKS. Interesting Incidental Sketches ef the Daily Werk ef Newsgatherinug. IT CAVE BACK.—On July 19 last Mr. W. E. Love of the Post-DISPATCH recelved a posta: card from his cousin, Mr. W.H. Love, of No, 8414 Lucas avenue. Yesterday morning while in a Compton Heights car on his way to the office. Mr. W. E. Love, on his poctets, found other things the postalcard from his cousin. Together with some other papers for which be no longer had any use, Mr. Love threw the card out of the car window at Eighteenth and Market streets. Some person eridently picked it up and pleced it in a letter- box, for one bour and a half later the card was delivered dy a postman to Mr. Love at the Post- DISPATCH office. In some manner it seems to have escaped deing stamped the first time it was malled. LEGAL LORE.—Judge Morris’ decision in the case of Strike Director Kern, charged with disturbing the peace of General Mana- ger Ramsey, has attracted a great deal of attention. He held that au earnest, honest oratorical gesture was nota disturbance of the peace, no matter how close the speaker's finger approached the listener's nose. Jus. tice Morris’ fame should not rest upon this one claim. Other brilliant de- cisions should not De overlooked, notably the establishing of the principles that dogs are notdumb animals because they Dark, and that charges of a trespass will not lie against tramps caught in churches after service hours because a charch isthe house of God and the owner of the property must De pres- ent in court or represented by attorney to prove ownership. HONESTY IN THE PADDOCK.—It is very seldom that a cas3 of ‘‘welghing’’ occurs on theturf. Thisis all the ore astonishing when one considers the opportunities the bookmakers have, if inclined to dishonesty, for taking large sums of money and then de- camping. The man who in business exacts a receipt forthe smallest of bills when paid will hand over his money toa strange boox- maker and with only a bit of pasteboard as evidence of his investment. A ‘‘welcher’’ is „ut“ dy his former associates and loses caste on the turf. Perhaps itis the fear of this penalty which protects the public. ON A TRAMP.—Three Belleville school teachers, A. M. Walleson, George Busiek and William Landers, are on their way to the Ozark Mountains on a pedestrian trip to pass thelr vacation weeks. They left Belleville last week, accompanied by several of their older male pupils, who were not only wiliin ba lous to undertake the long jour ‘pa yee ter and are on thelr way into Southern „ALL ABOUT DE—.*'—Almost every dar See a wee tot, not over 4 years old, selling Papers on Broadway, near Chestaut street.
