Wasnmorox. August 28.—It sometimes happens that Congress, with all its boasted intelligence, over reaches itself, and gives to a class that it did not in- tend to benefit material advantages. The claim agents of the city are chuckling to themselves over a couple of acts of last Congress by which they are reaping a rich harvest. One of these was an act by which their feesfor obtaining pensions were in- creased, and which brings many thousands of dol- lars to them without any more labor, the other gives them hundreds of thousands of new cases. It is only recently that the scope of an act passed by Congress at its last session, affecting the standing of many soldiers has been thoroughly realized. The act in question is intended merely to correct the record of soldiers who were not regu- larly mustered in or out of the service. It happened in many cases that men served months inthe army before being regularly mustered in, and in other cases that men after the war was over and the fight- ing ended went home before being mustered out. An act was passed by the last Congress to correct the record in this sort of cases. It. is now held that when this record is corrected the men in question or their heirs will be entitled to pay for the time cov. ered b this condition s0 shown.
