Grant had demanded the surrender of Vicksburg by the Confederate army under Gen. Pemberton. Col. Montgomery, then a young man, was Gen. Pemberton’s chief of staff. He and other officers were sent by Pemberton to negotiate with Grant as to the terms of surrender. They were i>ceived in Grant’s headquarters outside of Vicksburg on the night of July 8, 1863. Here's a NEW Story About Gen. Grant very scarce in Vicksburg just now.” Gen. Grant joined in the general laugh when Mont- gomery took two of the cigars. When Montgomery’s fortunes were at a low ebb a friend in Washington took him to the White House to introduce him to Grant. The President:at once recognized him. Taking his cigar case from his pocket he handed it to Montgomery, saying, with a smile: “Have a cigar, Colonel, but don’t take two this time.” Grant inquired as to Montgomery’ 8 pros- perity, and when he Jearned that he was bare- ly making a living he offered him a Federal appointment. The former Confederate Colonel — gladly accepted a place in the Treasury De- partment. Along with the appointment went an official order from Grant, a request to all future Uniteg States treasurers that Mont- gomery be allowed to hold the position for life unless removed for cause.
