the foot of the ladder of civilization without a single fmpulse toward art, iiterature or science. Henry Sharpe has written that the wine-growing, beer- drinking nations are in the advance guard of civilization. In contrast to Turkey, a prohibition country, look at Germany, for two thousand years the outpost of civilization, where men and women both have ever drunk beer, and yet Germany holds a high place among the nations. Thig is because of the beer. But they drink it in moderation. “What do you think of the increase in the habit of drinking among women?” Miss Couzins was asked. “I don’t think there is any increase,” she answered. ‘‘I have been spending the winter in Washington for.the last 25 years, but have seen very little drink- ing among women, although it is pos- sible they do drink more than is good for them. For women always keep up to men in their vices. Self-Government Needed. ee “American people are tov free and easy in their habits. They are fast be- ing ruined by want of self-government. If a man is drunk in Europe they pun- ish him for !t, not allow him to punish his family for his sin. That is what we need here—regulation, saloons more on the Bishop Potter plan, ‘the club- he ises of the poor,’ where no man ts al- lowed to overdrink.”’
