WASHINGTON, Aug. 2?1.—The cabi- met today decided to reject the latest ap- peal from Li Hung Chang for a cessa- tion of hostilities. The reply will be com- municated at once to the Chinese gov- ernment with a statement oi the reasons for the action of this government. The rejection is based on the non-compliance ot the Chinese government with the specific provisions of the declaration of the United States under date of Aug. 12, that China should deliver the envoys to the allies. It is understood that the powers-will take the same view and that European a government must be set up in Pekin beiore negotiations can begin, The government has received positive confirmation from official Chinese sources of the departure of the Emperor and Em press dowager from Pekin. DONGER AND MACDONALD TELL THE STORY WASHINGTON, from Pekin printed today fact, Which has been stronely suspected for AMR. 12..—-Dispatches make clear the Government, some time, that the Chines« and nat the Boxer mob, is responsible for the attack on the Pekin legations. Interviews with Minister Conger of the United States and Minister MacDonald of Great Britain leave no room to longer doubt the duplicity of the Empress Dowager and other high Chinese officials. Their action was virtually a declaration of war against the rest of the world, repre- sented by envovs at Pekin. Dispatches now come from the C capital clear up many points. Sir Claude MacDonald says: “The Chinese broke every with the foreign ministers.
