This was the es- timate published in the extra editions of the Post-Dispatch Sunday afternoon. Owing to the extent of the fire the work of ascertaining the exact amount of damage to the buildings and stock of the many firms affected will be a long and tedious one. Again, larger buildings that it would seem could mot escape the fiames, “were untouched, while their small neighbors were gutted. The ruin is greatest in the two blocks on the west and east side of Broadway, between Franklin avenue and Morgan sireet. Across Broadway is the emoking chaoe that was Crawford’s old store. It looked Monday like the orater of a volvano. Great volumes of light gray smoke rolied up from the depths of ruin in the basement. James Cummings. who for seventeen years has been an employe cf Penny and Gentes, was arrested Sunday afternoon at his home, 3700'4 Laclede avenue on suspicion of having some knowledge of the origin of the fire. He was held until Monday morning, when Chief Campbell gave orders that he be re- Jearei, declaring that the detcntion had bern unwarranted. The information which led to Cummings’ Frances uvenue, Gentiles Mra. Noite gave the information vo!- untarily, and while she is emphatic in her by a Mra, Franklin and arrest was furnished Nolte, who lives aat Be» across the street from Penny estore. He called up the Fourth District Station by "phone, but could not talk to Capt. Chief Singerley has not formed an opinion as tO the origin of the fire. He says he ie satisfied there will be “developments,” but ‘Mm What direction he will not tell. BIRD'S EYE VIEW OF RUINS oo —- Vast Pijes of Debris and Charred Tim- bers Covering Several Devastated City Blocks. The best view of the devastated district Monday morning was to be had from the Windows of the commission houges on Third street, which had such a narrow escape from the flames. Seen from this vantage point the ruins assumed huge proportions. The entire fleld of vishton was filled by crumbling walls and smoldering embers. To the observer it seemed as If the fire had covered miles in- stead of blocks. ' Whereever the eye wae turned it encoun- tered evidence of the damage that had been done, Across Fourth street a corps of men who looked like so many swarming ants were busy clearing the debris from the eide- waiks. All around and above them were towering masses of brick and mortar, all that remained of once powerful walls. The ruins were beautiful, in their dress of ice. H'umined by the morning sunligcht, hut they were dangerous despite their beau- tv. Occasionally, as the wind came in sud- den gusts from the northwest, the rem- nants of the wails could be seen to gway to and fro. A moment later the same sreath of air would sweep the dense white snoke across the ruins, obscuring both the walls and the swarm of men from view. Those who looked upen tne panorama from above found themselves Instinctively wondering if the men and the walls wouid he visible when the smoke cleared away. Away to the west, miles away It seemed, though less than three blocks distant, was all that was left of Penny and Gentles dry g0 ds etore: a battered sheet iron smokestack, which seemed marvelously igh. and painfully insecure, perched aloft on top of a frail remnant of a brick wall. What is the School Board doing about drinking water in the schools” Warnings have been sent out that the water supply is pol- soned by the Chicago sewage. The Health Commissioner ad- vises housekeepers to boil the water before drinking it. What has the School Board done to protect the children who are too young to appreciate the danger? It seems strange that with so great responsibility nothing has yet been done to provide a pure supply in the schools. Is it safe to leave the matter with the parents and the chil- dren themselvvs? Is there not a public duty in the premises? The neglect is the mure surprising because ample notice has been given. Sinat the canal was to be opened was known weeks before the sewage was turned in. There was ample time to fit out every school with the necessary apparatus. It was not done. When will it be done? —— ee To guard ate Senant fires and to push the World's Fadir is now the duty of everybody in St. Louis. eee £4 ——_——-——— WHEN LOVc IS DEAD. Ruskin’s death gave occasion once more for the publication of the story of his remarkable self-sacrifice in yielding up the woman he loved to another, as soon as he knew that she loved that other more than she did himself. That we are not all Ruskins is proved almost daily. The must recent case in point Is that of the husband of Louise Hepner, the actréss who made a hit in “The Belle of New York.” Mrs. Hepner found herself in the situation that Mrs. Ruskin was in when she had learned to love Millais more than Ruskin. But on Mrs. Hepner’s politely requesting her hus- band to release her, so that she could marry the newest af- finity, Mr. Hepner indignantly refused. The usual course in such cases is to provide bullets for two. When love is dead, should calm reason dictate the course to be pursued, or should the common notion of injured honor be followed out to its bitter end? Is the Ruskin method prefer- @ble to that of Hepner? Bleeding is not the best remedy diseases for Kentucky's political - > — SS A BRITISH SOLDItR’S PLAIN WORDS. The il] success of the British army planation from a [ritish officer. According to his statement published in the Sunday Post- Dispatch the aristocracy and the class commonly Known as society provide ¥9 per cent of the officers. “This society is suffering froin carefully induced cerebral atrophy, caused by persistent neglect of intellectual training and a mode of life that is dissipated.” He further demands that this Oligarchy be suppressed. Arnold White, a well Known pub- liciat, writing in the same strain declares that “the British army in its higher branches is a great soeial rather than a fighting machine.” If all this is true the British Empire is in a bad way. In apite of the Intelligence of the English people and the liber- ality, not to say radicalism, of large numbers the notion that the “clasres”’’ are called to govern deeply rooted in = the mind of the “masees.” To bring about a reform would in- volve not only a secial but an economic revolution. Bix months ago, when the Governor of Missouri signed the bili that brought about the consolidation of nearly all the St. Louis street railways, the purchasers of the rouds, through their authorized representative, dangled a glittering string of promises beiore the citizens of St. Louts. The most attractive of there promises was that five million dollars (8$6,000.000) would shortiy be expended by the con- solidated companies for improvements. We were to have many more cars and they were to be new. The rolling stock was to improved, brought up to date and made convenient and comfortable. Cars were to be well lit. warmed and ventilated. There was to be a seat for everybody. All cars would be vestibuled and run with regard to public conventence The loud and repeated complaints from passengers, of which the Post-Dispatch has published, promises have been kept. What “improvements” of the $5,000,000 a promised have we to-day? Ld Loe many show how these RES ie peeeanonine = * idubeninnal “fe 4 been appreciably increased, many cars have no vestibules. During the busy morning and evening hours the packing of passengers is, if anything, worse than before the consolida- tion. There has been no improvement in lighting, heating or gentilation. On some of the lines the large cars once in use have been taken off or stored in the barns, while passengers have to | patch had a circulation of 144,124. with hun-American and, from the republican point of view, ~~ care ove net & ute The number Of cars has not, be contented with small,-old cars, repainted to look like new, ' chat are entirely inadequate to the service to be performed. So much for the promises of monopoly. | It would seem, however, that for its own sake the St. Louis street railway combine would make an effort to keep its word with tHe citi- zens. It would be “good business.’”” It would be just and right. —— On the last Sunday in December, 1899, the Sunday Post-Dis- That represented a gain for the year of 51.365 or 55 per cent—a record of growth unequaled by any newsparer in the United States. On the first Sunday in February, 1900, the Sunday Post-Dispatch’'s sales, not counting the sales of the fire extras, reached the great total of 147,316. The circulation of the corresponding Sunday of last year was 94,154. The new year is starting a promise of as marvelous a growth as that which marked last year. ah eo coe ONE BANK, THe BANK. The announcement that two large banking and trust com- panies of New York are about to be consolidated with three or four others probably to be absorbed marks another step in the progress of monopely. A glance at the directorate of these companies shows that the Standard Oif syndicate is heavily interested. Once this ecmbination Ic perfected how long will it be before a union effected with the Nationa] City Bank, the most powerful of all financial institutions in this country? Evidently these combinations are but parts of a grand comprehensive scheme to concentrate the financial] interests of New York in one im- mense monopoly. ° The “‘trust idea’ is rapidly realizing itself. It is workinz everywhere, and seems to be irresistible. If it continues in the future as in the past the “Universal Trust’ is not far off. How do prosperous bankers like the prospect of The Bank, One Bank. is +o. Mr. Bull finds it difficult to understand why the under-dog shouki be the object of so much sympathy, when it has ceased to be the under-dog. >> rw Ye GAS SERVICE IN GLASGOW. The notion held by some fearful spirits that municipal own- ership while practicable in small places is not advantageous in great cities is effectually dissipated by the experience of Glasgow. Mr. Michael Simons. a great employer of labor and member of the Glasgow Council, is now in this country. In an inter- view he spoke thus proudly of the progress in that city: “Municipal ownership furnishes us gas at 42 or 43 cents for 1000 feet, it gives us water at the rate of 1 penny in the pound, whereas the rate was about 1 shilling in the pound. Our council is elected by popular vote. In it sit secretaries of labor unions and owners of shipyards. It represents all classes. It is absolutely cleen—we have no jobs. The suc- cess of municipal ownership in Glasgow is dependent upon the interest of everybody in the city. And that ownership rests upon the intelligence and honesty of the great class of respectable workingmen. They demand clean government, and they get it.’’ Mr. Simons here points out that purity in politics depends upon the interest of everybody, not upon the interest of somebody. The city is managed with reference to the well- fare of all, not of a few special interests. This is the whole philosophy of decent politics. There will be no corruption where nobody finds special profit in debauching the public service. 2 The action of both the Kentucky “Governors” should con- vey a lesson to politicians who are too selfish and ambitious. Taylor has shown himself even more unscrupulous than Goebel was charged with being. Has none of the Republican managers in Kentucky any knowledge of the mysterious Brutus who came out of the mountains to assassinate Goebel? Or are they all “honor- able men?” SS There has been little doubt of bribery in the Montana Senatorial contest, and now there seems to be little doubt of perjury. No more Senators should be chosen in Legislatures. —____—__—__o@ Annexing peoples to the United States who cannot have all the rights and privileges of American citizens is imperial, absurd. i If Mr. Hanna himself is shocked by the Republican meth- ods in Kentucky, they must be very bad indeed. -—- -— POST-DISPATCH SNAP SHOTS.
