MEMBERS OF CABINET AND WIVES ARE TO JOIN HIM. Absence From the Capital of Two Weeks Will Be Necessary and the Stay in Each Port Will Be Short. eee WASHINGTON, D. C., Dec. W.—A re- port that the President intends to visit Cuba and Porto Rico at the first favora?ic Opportunity, has become known in the State, War and Navy Department, and bs the subject of serious speculation among Various officials. Among other things, there has been spon- taneous revival of the fiction tuat the Chief Executive could not pass the bound- aries of the United States without forteit- ing his office. It is peculiar how persistent is the notion, even among higher officials, that some constitutional restriction con- fines the executive to American soil, when, 43 Aa matter of fact, although none of President MeKinley’s predecessors have ever left the country during their terms of office, their actions were alone affected by considerations of propriety or precedent which no one could hold apply in the pres- ent instance. It is pointed out, however, that it will be practically impossible for him to spare the time requisite for such an extended voyage as that to Porto Rico before Con- gress adjourns on March 4, which is, fortunately, about the best time of the year to make a short stay in the tropics. in all events, no thought is entertained of a presidential trip at the earliest to Havana before the Spanish flag is hauled down on January 1. Then no one will con- trovert the right as well as the advisa- bility of an Executive visit to the new American possessions, provided it does not involve too long an enforced absence from Washington. Hefore the outbreak of the war with Spain the expediency of a presi- dential visit to Hawaii was thoroughly canvassed, lt was held by competent authorities that the President would not be compelled to leave the jurisdiction. of the United States, even momentarily dur- ing such a tour as he would be construc- tively on American territory on a national veseel evén when on the high seas, When the President visits Porto Rico and Cuba he will undoubtedly be accom- panied by Mrs. McKinley and several mem- bers of the Cabinet with their wives, and althougn the stay of the party in each port visited will not te longer than a single day an absence of two weeks from Washington will be necessary. It is prob- able that Secretary Alger and several army ofticers will go to San Juan, Santiago, Ha- vana and other points in the island before the President's visit to those places. MAYOR HARRISON OUT IN AN ULTIMATUM. He Will Not Sign Any Bill Extending Franchise to the Street Railways and He Expects to Defeat Plans for Monopoly. CHICAGO, Dec. 10.—Thousands walk the Chicago to-day wearing white badges, on which is printed a gibbet, from which dangles a noose. The words printed on the badge are “Anti-Fifty Year Steal.” One of the men distributing the ribbons says over 300,000 have been printed. This is expressive of the opposition to the streets of dation and extension of franchises now pending before the Municipal Assembly, of the question of extending while thé Allen consider street railway law was on the statute books. Thirty detectives have been traneferred from the outlying districts to the City Hall under orders from Mayor Harrison. It Is said the intention is to establish an es- pionage over the actions of the majority Aldermen, Mavor Harrison declines to say for what purpose the transfer has been made, but denies that he is spying on the majority Aldermen. The Mayor has affixed his name to the following: “Every political, social, religious or other organization which takes action against the proposed traction ordinances is requested to send a delegate to the Independent Anti- boodle League, room 323 Ashland Block. Such delegate shall act as a member of the league’s executive committee, and shall report the necessity of public action, should necessity arise, to the organization sending him. It is necessary that a per- manent and watchful force should follow the people’s fight to the end. : “CARTER H. HARRISON.” In addition to political speakers the league has at its disposal lawyers, judges, professors, business men and workingmen, who have offered their services. The representatives of the minor‘ty of the City Council who are members of the com- mittee considering the street railway exten- sion ordinance, withdrew in disgust from the committee meeting yesterday, declaring that the committee had been ‘fixed’ t make a report favorable to the plan of th ‘‘boodlers.”’ Every vote thus far before the committee has been in favor of the street railway officials. by a vote of 27 to &. The majority of the committee continued In ses- sion, and will probably report the ordi- nance for passage at Monday's Council meeting. The Monticello Club, which includes the leading Democrats of the city, has passed resolutions declaring that the privileges the street car companies are trying to secure for nothing would be worth $50,000,009 to the eity if put up at auction. The resolutions further declared thet the terms of the ordinances stamp the officers and directors of the street car companies, no matter how high tneir eocial, financial, commercial or religious standing, as bribe- givers and corruptionists, more dangerous to the public welfare than most of the men now confined in Joliet, and that the alder- never franchises sucn himself a boodler, The club is arranging for a mass meeting of 200,000 citizens, to be held in the streets around the city hali the night a vote is taken on the ordinance. Aldermen James Hirsch and Robert Grif- fith have rounded up their constituents in the Twenty-fifth Ward, and, as a result, they have pledged their support to the Mayor. This is said to assure the defeat of the ordinance, as it léaves the gang one short of the necessary vote to pass it over the Mayor's veto. The Mayor, however, de- clares he is sure of two additional votes. Mayor McKisson of Cleveland, O., to-day sent Mayor Harrison a telegram, indicating his desire to assist the Chicago Mayor in any way possible in the fight against the franchise extension ordinance. He offered spec.fically to speak Sunday afternoon at the Central Music Hall mass meeting. May- or Harrison informed him the fight was for the home rule principle, but he would be welcomed at Chicago at any time. The subject is in committee Club, the ‘atee] the hands of a joint representing the Latin-American Manufacturers’ Association, the Business Men's League, the Furniture Board of Trade and the Traffic Bureau. The idea was suggested by Messrs. G. F. Potter and C. A. Avery of New York, who came to St. Louis and explained the scheme to President L. D. Kingsland of the Manu- facturers’ Association. Mr. Kingsland thought the idea a good one and sent the gentlemen to Secretary James Arbuckle of the Latin-American Club. The appointment of the joint committee followed. The gentlemen mentioned are vice pres!i- dents of the company proposing to esetab- lish Western headquarters in St. Louis. It 1S called the Commercial Transportation Company and James T. The pro- meters of the scheme thought first of making Chicago the Western headquarters but they ascertained that the foreign trade of St. Louls is much larger than that of Chicago, so they came here. In the opinion of Mr. Arbuckle, Mr. Kingsland and others the company’s op- erations wil] be of great benefit to both the exporters and importers of St. Louis. it relieves them of all trouble in making shipments... They will be able to bill a consignment of goods from St. Loule to any city in the world. and to order consign- ments from foreign parts without any trouble to themselves. The idea isto raise from $50,000 to $100.00 capitalin St. Louis. It is preferred that the capital be distributed as widely as possible amorg local exporters and importers, in order to insure a deep interest in the con- cern among those who willl be asked to patronize it. Mr. Arbuckle has received a letter from Mr. Russell, in which he speaks in glowing terms of the possibilities of the enterprise, and particularly with reference to the ben- efits that should come to St. Louis from its operation. “It will certainly be of the greatest bene- fit to St. Louis,” sald Mr. Arbuckle, ‘It will widen the market for St. Louis pro- ducts immeasurably, and will make it easy for St. Louis exporters to ship to any point in the world. The company will relieve the shipper of all work and worry attendant upon making shipments by the present method, and will insure speedy delivery of goods. The Hfe of the cloister was not abways best. nor was it always wisdom for a people to remain away from in- fluences which promised to soften and better them. The instinet of the people was in favor of expansion. The people would have none of the dictates of the statesmen. Greater opportunity is what makes great men and great nations.
