Special to the Post-Dispatch. NEW YORK, July 15.—The most famous blind man in this city is being cured. A Post-Dispatch reporter who saw John F’. Martin, the substitute for Charles Broad- way Rouss, stone blind a year ago, so blind he could not tell daylight from darkness, saw him again to-day and employed tesis which. leave no possibility of doubt as to the ability of Martin to see many things, and more than that, of his growing ability to see more things. Martin is being cured by the discovery of a system of medication by inhalation. The syster of which George H, Cassidy is discoverer, has been in use several years in the treatment of vartous diseases, but it has only recently been in use in cases of blindness. Martin is #4 years of age. For elght years he has suffered from white we or congestion of the optic nerve seven months ago he learned that Charts Broadway Rouss, a millionaire merchant, was consulting with Nicola Tesla, an inven- tor, as to the advisability of submitting to a heavy charge of electricity for treat- ment. Then Martin-went to Rouss and offered to be the substitute. Mr. Rouss paid all the medical bills and gave Mr. Martin $0 a month for personal expenses. Since that time Martin has used a thous- and different remedies for blindness, and at one time he was using twenty-two rem- edies., Five months ago Mr. Cassidy sought out Martin and offered to treat him on the condition that no reports of the case were to be made to anybody, not excepting Mr. Rouss. The treatment began. Martin's stomach had been nearly deetroyed by the use of medicines, and he was greatly emacieted Tem weeks were used in building up his system preparatory to the treatment, Nine weeks of actual treatment have just agen He could to-day accurately descri the dress, the tle, collar and shoes and anpearan ‘e of the reporter who stood hefore him. He could see a coin in the reporter’s hand, but could not tell whether it was a quarter ora half dollar. He iden- tified a key, a cigar, a pencil, and when a paper announcing the fall of Santiago was stiown he picked out the ‘headlines, but eould not read the letters which ran very ol we together. The usual remedies of oculsts for white atrophy are empmjoyed. The difference is in the administration of the remedy. A small sponge in a glass tube ts saturated with the drug, anda mouthptlece at one end is placed tn the patient's mouth. The tube at the other end is connected with a rubber tube filled with gas. The preparation of the gas is the secret. The gas is inhaled through the tube and sponge, and the rem- edy in thus transmitted to the lungs and blood and taken to the seat of disease, Zhe difficulty in treating white atrophy hefore has been in transmitting the remedy to the optic nerve. Mr. Cassidy has written to Mr. Rouss that he stands ready to accept his offer of $1,000,000 to any person who would effect « cure for him, —_ — STATES BY THE SURRENDER OF SANTIAGO ransom money for tt before they would let go. The surrender of Santiago includes the east end of Cuba and an army corps. This ought to end the war, and if Spain is not wholly given over to medievalism and artificial sentiment concerning “honor” she will give up the struggle. To continue it when her whole power is paralyzed and the ship of state a helpless hulk is noteven magnificent; still less is it war. American success cannot be measured by the actual vic- tories in battle nor by the territory acquired. The prestige and moral influence won in a few short weeks are worth years of erdinary campaigning. If the war is ended by the sur- render, our advantages will be as great as could be obtained by another year’s struggle, and probably greater, for every day till peace is declared is fraught with danger of foreign interference. _ = = = The decision of the leading dry goods houses of the city to close their doors during the funeral of Mr. Charies E. As the IIlinoisans sti have the ballot they can easily purify their représentative body if they desire to do so. THE BATTLESHIP MISSOURI. Missouri is to have a battleship named after her. Early in March the Post-Dispatch began the agitation for this and set the Missouri delegation in Congress at work to secure for St. Louis @ cruiser and for the State a battleship. The persistent labor of the Post-Dispatch and the Missouri Congressmen has been fully rewarded. An auxiliary cruiser was renamed the St. Louis, and now one of the new battleships provided for by act of Congress is registered the Missouri. Great praise is due Congressman Pearce for the special in- terest and labor on his part which resulted so happily. The other Missour! The cruiser St. Louls has taken an active and honorable part in the naval operations against Spain. When the battle- ship Missouri is completed and added to the navy she will at once proclaim to the world the greatness of the leading State >>. -r-S of the West and uphold its good name and the country’s honor. The Post-Dispatch will keep the people posted on the progress made in building the new battleship, and when she is launched a bottle of the best Missouri grown wine shall be broken on her bow by the prettiest gir) in the State.
