The old custom of New Year's calls is dying | out. Seare the old callers. Year by year the features are changed; the baid pates of the ancient beaux grow fewer, and the curly brown heads of i § the callow youth are seen more frequently. Forty years ago in St. Louis there were no calis made. Then there arose some society. The leaders of the period thirty-five years ago are the backbone of society to-day. They saw the adoption of society’s conven- tions, though a very liberal construction they then putupon its rules. St. Louls im those days was out of the world of fashion-plate. It didn’t exactly eat with its knife, but i¢ has learned a few things since. Gradually out of its freedom, its easy happy- go-lucky style of doing things, it climbed to the height of absolute obedience to the conventions. Carson, Clerk of the Board of Health, is engaged to-day preparing a report of the deaths in the city for the year ending at midnight. The number will weach 8,250. Up to this morning. 8,283 had been registered by the mortuary clerk of the department. For the year ending December 31, 1884, 7,887 deaths were reported. In the following year 7,490 deaths occurred in this city. Of. the 8,283 deaths which occurred dur- ing the year olosing to-night 7,401 were white persons and 832 colored; 5,318 single and 2,915 married; 8,726feniales and 4,507 males. During the year 300 permits were issued for the burial of persons dying out- side of the city limits but brought here forinterment. Of the total 6,233 deaths 1,020 were registered from the public in- stitutions. The figures showing the causes, ages, nativity, etc., are of interest for many reasons. In the department statistics 2,866 deaths are attributed to zymotio dis- eases, including the infectious and con- tagious diseases; 1,598 are charged to con- stitutional diseases, and 412 to violence, which last heading comprises murders, suicides and accidents, certified to by the Coroner. The city, State and United ‘States columns show a steady increase on the scale of comparison with ,the foreign nationalities. From the statistics of the St. Louis Health Department it is proposed to make some valuable deductions. At the meet- ing of the American Medical Association here last May A VERY IMPORTANT INVESTIGATION was proposed. Mr. Bliss’ resignation as United States | District-Attorney for the Eastern District | mom of Missouri takes effect to-morrow, and the probability that his successor will be appointed shortly has opened up a wide field of speculation as to who the lucky man will be. The friends of each of a half dozen applicants, encouraged by the | disclosures about Mr. Bashaw’s broken pledges concerning the prosecution of in- dictments in the election fraud cases, are renewing their attacks upon the Admin- istration with the hope that good fortune may allot to their candidate the coveted appointment. But the first thing Mr: CreveELanD did in office was to exclude from his councils and to place on the retired list the man who is to-day the most illustrious of living Democratic leaders, ALLAN G, THURMAN, the man who had incurred the enmity of the Pacific Railroad corporations as the author of the Thurman act. Next, from one of the Southern provinces, which HUNTINGTON has recently annexed to his railroad domain, was selected an amiable, absent-minded and confiding professor of age reveries who hates figures—to take charge of the Interior Department! Then the famous but very aged soldier, Gen. Joz JOHNSTON, was appointed Pacific Railroad Commissioner, a position re- quiring none of the knowledge and skill which are conceded to him, but requiring a great deal of a kind of capacity and training of which he possesses as little as a school girl. Sucoeeding events indicate that these seeming blunders may have been inten- tional, When specific violations of law by the Pacific railroads in numerous cases, including the subsidy paid out of road earnings tothe Pacific Mail Steam- ship Company, were brought to Mr. CLEVELAND’s notice by subordinates who recommended the institution of suits, he refused, Two sessions of Congress haye met under his Administration, with no word or act from him indicating the slightest disapproval of Pacific Railroad management in any respect. Onthe con- trary, we find his Pacific Railroad Com- missioner and his Secretary of the Inte- rior both advocating, with his approval, a hew concession to those roads which is fraught with more possibilities of fraud than any of the swindling charter amend- ments which they have hitherto obtained from Congress by notorious bribery. ‘One of the most suspicious features of this movement is that the lobby insists on hurrying this new debt funding bill through so many years before the loaned bonds mature, and without any investi- gation of the actual business status and management of the roads, The bill ap- pears-to be pressed on purpose to antago- nize and prevent such investigation, when it is understood that the Secretary of the Treasury and probably a majority of the Oabinet declare that a thorough, probing investigation should by all means precede any such legislation. What now seems to be the attitude of Mr, CLEVELAND towards these defaulting and law-breaking corporations is a shock- ing disappointment to the masses of the people, and especially to those who voted for him, little dreaming thata Democratic Administration would be as pliable to this corporation influence as any one of its Re- publican predecessors ever was. Hon, JOHN M. GLOVER assures the pub- lie that Surveyor LawoasTeR will soon be ‘ffiipped out’?! of his position as chief boss atthe St. Louis Custom-house, But the public will hardly share Mr. GLOVER's con- fidence on finding ite only feuhdation to bethe factthathe has himself put the President in possession of abundant evi- dence showing Lancaster to be unfit to hold office under a reform administration. The only new thing te which he called attention, it seems, was that contract let- ting in which the Treasury Department caught and overruled Mr, Lancaster in the very act of trying to mislead the De- partment in regard to the lowest and best bidder and to secure the award of the contract to a much higher bidder. But if the Administration had cared for such things LANCASTER would have been **filpped out’? when he was detected in that affair months ago.
