Ottoman Justice: The Kadis Who Ruled From Istanbul to Algiers

3 Oct 2026 · 12 min · S6 E253

We often picture the Ottoman Empire as a monolith of sultans and janissaries, but its true backbone was the humble yet powerful qadi, or judge. This episode explores how the empire administered justice across three continents, from the bustling courts of Istanbul to the remote villages of the Balkans and North Africa. We follow the career of Ebussuud Efendi, the chief mufti who standardized Sharia law under Suleiman the Magnificent, aligning religious jurisprudence with imperial decree. You will learn about the kadı’s unique role as both a legal arbiter and a state inspector, traveling tirelessly on horseback to resolve disputes over land, water, and marriage. Unlike European courts where law was often fragmented by local custom, the Ottoman system relied on a unified code that allowed a peasant in Bosnia to appeal to principles recognizable in Damascus. We examine the famous case of the village of Iznik, where a simple land dispute revealed the complex machinery of Ottoman bureaucracy. Through the stories of ordinary litigants—women suing for divorce, merchants contesting contracts—we see how the scale of justice shaped daily life for hundreds of millions. This is not just a story of laws, but of the human desire for fairness in an expanding world.
