財政司司長陳茂波周三（25日）發表任內第四份財政預算案，過去一年，股市帶動印花稅收入增加，錄得 29 億盈餘，提出「拼經濟、謀發展、惠民生」的陳茂波，在北都發展最少投放 300 億、在「創科產業引導基金」擲 100 億搞量子科技、研發RISC-V芯片等。
經濟環境、社會氣氛陰晴不定，財爺提出退稅 3000 元、額外發放一個月綜援金等，他說：「今年粒糖比舊年 78 億多咗 1.8 倍」。預算案也破格提出，從外匯基金把 1,500 億元轉撥至基本工程儲備基金，支持北都及其他基建。陳茂波說：「擺喺北都擺落去做基建亦都係做投資」。
