En 1717 Felipe V decidió trasladar a Cádiz la Casa de la Contratación, el organismo que gestionaba el comercio americano. Los sevillanos trataron de oponerse. Así fue la lucha entre estas dos importantes ciudades por la hegemonía portuaria.
