About
Scientific projects, especially First-Of-A-Kind (FOAK) initiatives like ITER, operate in environments characterised by evolving designs, multiple interfaces, technical challenges, complex procurement strategies and restricted supply chain. In such dynamic contexts, traditional single-reference time measurement schemes often fall short in providing actionable insights for both immediate operational needs and long-term strategic alignment. In Fusion for Energy, we introduced a dual-reference methodology for schedule performance measurement, combining short-term, bottom-up operational tracking with long-term, top-down strategic oversight. The short-term reference is designed for early warning and prioritization, enabling project managers to detect issues promptly, adjust priorities at the operational level and escalate when needed. In contrast, the long-term reference serves as a strategic baseline for the EVM system, supporting mitigation actions and stakeholder engagement by aligning project progress with overarching goals and governance requirements. By integrating these two perspectives, the methodology offers a comprehensive framework that not only monitors annual project performance against forecasted plans but also ensures alignment with evolving project baseline fulfilling stakeholder expectations. This approach empowers management to steer projects proactively, balancing the demands of day-to-day execution with the imperatives of long-term success.
