    7.1: Introduction

Foreign policy decision-making is the process through which states and their leaders determine how to interact with the international community. It encompasses decisions ranging from peace negotiations and alliances to declarations of war or trade sanctions. The complexity of decision-making arises from the variety of factors that influence decisions, including individual psychology, group dynamics, bureaucratic structures, and the international environment.
