International Road Federation Video VH-384B Construction Management Systems: System Planning Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - The objective of planning in the construction management system is estimation of total manpower and other resources required for field construction management. Planning methods will depend on the amount and reliability of data available within an agency; three planning methods are described. These are based on defined contract quantities, defined contract limits, and programmed dollar amounts. Guidelines are given for selecting contract types and planning activities on which to base estimates. Planning units of measure are defined.
