In October 2026 the Financial Stability Board gave the G20 12 voluntary sound practices for the responsible adoption of generative and agentic AI, aimed at the boards and senior management of financial institutions. Banking history, from the 1975 Basel Concordat to the 2013 BCBS 239 principles, shows that voluntary governance texts come before binding rules. The report's weakness is that it looks at each bank on its own, while systemic risk comes from shared reliance on a few model and cloud providers.
