## Transcript

[0:00] Speaker 1: There have been concerns raised about the compensation fund, particularly
[0:03] Speaker 1: the Gauteng branch, which was allegedly battling massive backlogs to
[0:08] Speaker 1: approve medical service providers. Reports suggesting in the Citizen newspaper
[0:17] Speaker 1: that doctors treating injured workers could be left unable to
[0:21] Speaker 1: submit claims for payments. Let's get clarity here. on this
[0:25] Speaker 1: and speak to Nobantu Morrison, who's the Acting Chief Director
[0:28] Speaker 1: for Medical Benefits at the Compensation Fund. Nobantu, good afternoon
[0:32] Speaker 1: to you. Thank you so much for your time today. Firstly,
[0:36] Speaker 1: is there a backlog at the Compensation Fund when it
[0:39] Speaker 1: comes to submissions from medical service providers?
[0:44] Speaker 2: Hi, Mandy. Thank you for having me on. The backlog,
[0:48] Speaker 2: we need to make a distinction here. When our stakeholders
[0:51] Speaker 2: need to use our online system, they have to have
[0:57] Speaker 2: a profile created. So that just makes them be able
[1:02] Speaker 2: to submit claims, submit medical invoices and medical reports for
[1:06] Speaker 2: us to process. There's been issues around that particular administrative
[1:11] Speaker 2: process in applying for new stakeholders. But currently we have
[1:17] Speaker 2: 4,800 MSPs that are active with us and it's not
[1:20] Speaker 2: affecting their ability to submit instances because as a contingency,
[1:25] Speaker 2: we allow manual submissions should our systems present any issues
[1:32] Speaker 2: for our stakeholders.
[1:33] Speaker 1: According to this report, only 109 Gauteng doctor profiles were
[1:38] Speaker 1: approved over six months, which is, as I understand it,
[1:41] Speaker 1: inadequate given the number of providers and the growing volume
[1:44] Speaker 1: of outstanding claims. Is this correct?
[1:48] Speaker 2: Mindy, again, I'm going to ask that you make a distinction.
[1:51] Speaker 2: Asking to... have access to our systems is one process.
[1:55] Speaker 2: That 109 is reference to a completely different process that
[2:01] Speaker 2: is not linked to this.
[2:02] Speaker 1: So what is that process?
[2:04] Speaker 2: That process is banking details. So it has nothing to
[2:07] Speaker 2: do with accepting users who want to use our system.
[2:13] Speaker 2: That number is about 450 that have been affected by
[2:17] Speaker 2: this problem. And that 450 is not just housing. It's
[2:21] Speaker 2: countrywide because our system is used in all nine provinces.
[2:24] Speaker 2: And it's made up of medical service providers and employers.
[2:28] Speaker 2: So that 109 has nothing to do with the problem.
[2:31] Speaker 1: So, okay, let's draw the distinction. And then if you
[2:34] Speaker 1: look at the problem, what are you doing to resolve it?
[2:37] Speaker 2: Well, ICT has resolved the problem. The problem started in August.
[2:42] Speaker 2: On the 4th of August, it was resolved in September.
[2:45] Speaker 2: Then it was working for about four days, and another
[2:48] Speaker 2: issue came up. It has now been resolved. And by
[2:53] Speaker 2: the end of October, we would have been able to
[2:55] Speaker 2: grant access to these 450 users that were affected by it.
[3:00] Speaker 1: Do you still have a bottleneck, though, that you need
[3:03] Speaker 1: to work through?
[3:03] Speaker 2: Yeah, it's the 450. Okay.
[3:07] Speaker 1: So I'm trying to stay with you here to make
[3:08] Speaker 1: sure I understand this.
[3:09] Speaker 2: Yeah.
[3:11] Speaker 1: Are you hoping that you'll be able to clear that
[3:14] Speaker 1: bottleneck then, that people will be able to get payouts?
[3:20] Speaker 2: No, no. This is to use our system. The payouts
[3:23] Speaker 2: have been happening. For that matter, Gauteng has finalized 92%
[3:27] Speaker 2: of the invoices that they've received this financial year to
[3:31] Speaker 2: the value of $ 740 million. So it has not affected
[3:34] Speaker 2: the payouts. It's just affected the ability to submit a claim.
[3:39] Speaker 2: But we have other ways that they can submit. So
[3:42] Speaker 2: there's not been a service delivery disruption because of this issue. Okay.
[3:47] Speaker 1: And are you satisfied with the way that you're handling
[3:50] Speaker 1: the system in itself and that these issues don't arise again?
[3:54] Speaker 2: With systems, issues do arise. But like I say, this
[4:00] Speaker 2: 150 is affecting the entire country. It has nothing to
[4:04] Speaker 2: do with just being hounding. So it is a small number,
[4:08] Speaker 2: and again, it's made up of new doctors. So these
[4:11] Speaker 2: are doctors who are signing up to treat patients under
[4:14] Speaker 2: the Compensation of Occupational and Injurious Diseases Act. So these
[4:18] Speaker 2: are doctors who are coming in for the first time
[4:20] Speaker 2: into the system. The existing doctors have not been affected
[4:23] Speaker 2: by this problem.
[4:25] Speaker 1: Nobantu, thank you very much for explaining all of that.
[4:27] Speaker 1: Nobantu Morrison, Acting Chief Director for Medical Benefits at the
[4:30] Speaker 1: Compensation Fund. I think I understand that. As she says,
[4:34] Speaker 1: the payments aren't being affected. It's just creating a new application,
[4:39] Speaker 1: and that would be new doctors. But there's still a
[4:41] Speaker 1: problem with the system, and systems have problems. I don't know.
[4:44] Speaker 2: Okay.
