[0:00] Speaker 1: Voice note 072 702 1702 072 567 1567. The Gauteng
[0:05] Speaker 1: Executive Council held an extraordinary meeting to consider key admin
[0:10] Speaker 1: and service delivery matters. And key amongst those is that
[0:14] Speaker 1: they've approved a new board for the Gauteng Liquor Board.
[0:16] Speaker 1: They've also appointed a new Gauteng concessionaire and welcomed Gauteng's
[0:22] Speaker 1: hosting of the World Forum on Local Economic Development. But
[0:25] Speaker 1: I'm particularly interested... in the Gauteng Liquor Board and also
[0:30] Speaker 1: the GTA Board being appointed. Elijah McClunger is the Head
[0:35] Speaker 1: of Commerce for the Gauteng Government. Elijah, thank you very
[0:38] Speaker 1: much for your time. Tell us about the outcomes of
[0:40] Speaker 1: this special Gauteng Executive Council.
[0:45] Speaker 2: Good afternoon, Mandy. Thank you so much for having us.
[0:48] Speaker 2: So the focus of yesterday's extraordinary ex-committee was really to
[0:52] Speaker 2: finalize the appointments of board members into the different entities
[0:58] Speaker 2: of the province, but also to officially welcome the new
[1:03] Speaker 2: concessionaire for the Houtrain Management Agency operations. As you know,
[1:10] Speaker 2: there's a new operator now who will be handling the
[1:17] Speaker 2: operations of the Houtrain, and we needed to make that
[1:20] Speaker 2: official and for EXCO to also confirm that and also
[1:24] Speaker 2: to look at strengthening governance, because when we confirm the
[1:29] Speaker 2: appointment of all the different agents, we're also strengthening governance
[1:33] Speaker 2: in the different entities. As you will recall, we've encountered
[1:36] Speaker 2: some challenges that we've had to deal with. You remember
[1:41] Speaker 2: the MEC for Economic Development recently suspended some officials in
[1:47] Speaker 2: one of the entities that reported to her. So we
[1:50] Speaker 2: are now addressing all those governance issues.
[1:52] Speaker 1: There's been some real concerns about the management of the
[1:55] Speaker 1: Khating Liquor Board. Are you hoping that this will bring
[1:57] Speaker 1: some stability?
[1:59] Speaker 2: Yeah, most importantly that one, because alcohol and related issues
[2:06] Speaker 2: have been coming up in the GPG issues that we've
[2:08] Speaker 2: been talking about. When the police raid some places, they
[2:14] Speaker 2: find that people are using fake liquor licenses. Others, they
[2:19] Speaker 2: get their liquor licenses through corrupt means. So all those
[2:23] Speaker 2: challenges were actually a matter for discussion yesterday. And the
[2:28] Speaker 2: Premier said the mandate of this board is to look
[2:31] Speaker 2: at how we're going to streamline the operations there and
[2:34] Speaker 2: deal with the corruption when it comes to liquor licenses
[2:39] Speaker 2: and also make sure that the liquor establishments comply with
[2:45] Speaker 2: the regulations that govern the use of such licenses. When
[2:49] Speaker 2: you look at issues such as the Werdela shooting, You
[2:52] Speaker 2: look at the time when the shooting took place and
[2:54] Speaker 2: when that establishment was still operational. So there are lots
[2:57] Speaker 2: of transgressions that the new board will need to look into.
[3:01] Speaker 1: Elijah, thank you so much. Elijah Mkhlanga, spokesperson for the
[3:04] Speaker 1: Khartoum government.
