Many regard the unelected House of Lords as an anachronism, and there has been much talk of reform. In 1999, all but 92 of the hereditary peers were removed from the lords, which now consists primarily of nominated peers. Since then, it has been a thorn in the government's side. It has , nevertheless, proved difficult to find agreement on further reform. Why have we found it so difficult to secure a democratic upper house? What is its proper role in a modern democracy?
