Modern police forces and governments frequently claim victories in the war against terrorism when a bomb plot is supposedly averted. But this belies a mistaken belief that terrorism is aimed at killing or mutilating indiscriminately. Actually the primary target is the psyche of a population, so our current weapons are impotent against this new battle of the mind because we overly rely on the military, rather than psychology. A psychological analysis produces some surprising insights into how definitively to reduce global terror.
