A wasp found in much of Earth's Northern Hemisphere is the German wasp (Vespula germanica). It is native to Europe, temperate Asia and northern Africa. The specimen in the picture is a fully grown worker (female) with a length (head to abdomen) of about 14 mm. It is attempting to clean the tarsus of its front right leg between its mandibles.
